Products Such as Chemical Products, Hazardous goods, cosmetics, lithium batteries, magnetic products, powders, liquids, etc., that are transported by railway or via the China-Europe Railway Express need to provide a railway transportation certification report. What kind of report is this?
The full name of the railway transportation appraisal report is the Cargo Transportation Conditions Appraisal Report. It is a written report issued by a professional institution with certain qualifications, which conducts a comprehensive, objective and accurate inspection and appraisal of the nature, quality, packaging, quantity and transportation conditions of the goods, and based on this.
The railway transportation appraisal report is mainly evaluated according to RID (International) and the "Railway Dangerous Goods Classification Table". The main appraisal contents include: sample appearance and properties, explosion hazard, flammability hazard, oxidation hazard, toxicity hazard, radiation hazard, corrosion hazard, other hazards, etc.
Dangerous chemicals: including explosives, compressed gases and liquefied gases, flammable liquids, flammable solids, self-igniting substances and substances that react with water, oxidants and organic peroxides, toxic substances, radioactive materials, corrosive substances, etc. as listed in the "Dangerous Goods List".
Powdered goods: such as metal powders, pharmaceutical powders, plant extracts, pesticide powders, etc. These goods have characteristics such as easy to fly, prone to oxidation, and reacting with water during transportation, and there are certain risks during transportation.
Liquid goods: such as medicines, alcohol, fuel, lubricating oil, detergents, cosmetics, perfumes, organic solvents, etc. Some liquids may be flammable, toxic or corrosive.
Battery products: including power banks, mobile phone batteries, electric vehicle batteries, storage batteries, lithium batteries, nickel-hydrogen batteries, nickel-cadmium batteries, lead-acid batteries, button batteries, fuel cells, etc. Lithium batteries and other types of batteries may have risks such as leakage, overheating and even explosion under certain conditions.
Magnetic goods: such as magnets, speakers, magnets, motors, speakers, amplifiers, etc. Magnetic items may interfere with the normal operation of transportation equipment, especially when transported by air, special assessment is required.
Oily goods: such as automotive parts that may contain fuel or residual fuel, camping equipment, etc. Oily substances are flammable and, when leaked, may cause fires or explosions upon contact with open flames or high temperatures.
Gaseous goods: such as oxygen cylinders, nitrogen cylinders, inert gas cylinders, carbon dioxide cylinders, and various compressed gases, as well as some instruments and equipment that may contain gases, such as ice makers, thermometers, barometers, etc. If these gases are handled improperly, they may cause leakage or other dangerous situations.
Special goods: Some goods do not fall under traditional dangerous goods, but due to their size, weight, shape or special properties, they pose risks during road transportation. For example, large non-disassemble equipment may affect the stability and maneuverability of vehicles, and special transportation arrangements are required.
Perishable items: such as fresh food, etc. Verification of temperature-controlled packaging and timeliness is necessary to ensure that the goods do not deteriorate during transportation.
Other goods: Some goods cannot be determined to have hazards, such as blood products and biological products, which may also require land transportation assessment to clarify their transportation conditions and requirements.
According to the instructions from China Railway, a total of 11 appraisal institutions across the country are eligible to issue railway transportation appraisal reports:

Please note that the appraisal report should be issued by the institution designated by the carrier.
Appraisal Report Application Process for Railway Transportation:
Confirm the transportation method and select a qualified appraisal institution;
Send samples, 50ml for liquids, 30mg for solids;
The laboratory conducts the appraisal of the samples and issues an ordinary or hazardous goods appraisal report;
Submit the electronic or paper version to the customs broker for customs declaration or to the carrier for booking shipping space;
Notes:
Depending on the different institutions, Shanghai Chemical will deliver the samples urgently within the shortest 6 hours, without rush service it will take 2 working days, and for ordinary institutions it will not exceed 5 working days;
The validity period of the appraisal report is annual, some institutions have a validity period of one year, and it is necessary to apply for the appraisal before the expiration date to avoid losing its validity;
Large-sized goods, especially refrigeration equipment with refrigerants, such as air conditioners, mobile air conditioners, central air conditioners, ice cream machines, ice-making machines, need to be appraised on-site;
Railway transportation appraisal report is an important document for international railways and China-Europe freight trains, which is of great significance for ensuring the safety of goods, avoiding transportation risks, and improving transportation efficiency.
For the appraisal institution, it should be issued by the laboratory designated by the carrier.
